Ascendancy:

Overwhelm and Headsman are both mandatory for this setup, they give a tremendous amount of damage and reliable critical strike protection. For your 3rd and 4th points, there's a bit of a toss-up we personal preference is Bane of Legends / Endless Hunger for mapping or Endless Hunger / Brutal Fervor for Delving.
To be blunt, because of Overwhelm, Headsman. 7.5% base crit on a Thicket bow and a new suffix craft, 10-100% crit multi, 20% more damage against uniques and a 20% cull or the ability to run off into the darkness while delving is formidable. Is it the most defensive option?

Pantheon:
For Pantheons, the standard suggestion would be to take Lunaris for your major, alternatively taking Brine King for stun mitigation only if you do not have Endless Hunger.
Avoid Arakaali with the changes to Immortal Call; there is no longer a reliable way to proc this.

[PoE 3.9] Ngamahu Cyclone / Consecrated Path / Tectonic Slam

This build cruise through the Apex with ease. You tank through all bosses without taking much damage, and they (bosses) die within seconds. The build does not require Vaal Pact, but if you feel that the leech is lacking in patch 3.1, you can pick up Vaal Pact (above Vitality Void), which is 1 to 2 skill nodes away.

Ascendancy:
Endless Hunger -> Brutal Fervour -> Headsman -> Bane of Legends
NOTE: You will use Culling Strike Gem with Warchief Totem before clearing Uber Lab.]

Pantheon:
Soul of Lunaris (Major God) - Up to 8% physical damage reduction when there are eight enemies around you
Soul of Ryslatha (Minor God) - Life flask gain three charges every 3 seconds

[PoE 3.9] Stunned, Tidebreaker Heavy Strike Stunner Build

With this build, you can expect ~7.5k life and 2M to 6M Shaper DPS depending on your Ascendancy / tree / gearing choices (without Vaal skill / placing Banner/focus/ Berserk; not counting totem damage and culling; no legacy or league specific Poe items). As for armor+evasion build, we think it's viable, but you need to keep in mind: if you fail to stack the right amount of armor, it almost does nothing against significant hits; evasion can still be effective without stacking too much of it. So we would suggest focusing on armor while grabbing some avoidance if you can.

3.9 will focus mostly on bow skills, and we don't expect this build to be affected too much.
1. Plus Support gems. Probably nothing exciting besides having the power creep.
2. Unknown changes to elemental ailments/resists/ stun. It's talked about in one of the interviews, but we don't know the details yet.
3. New single gloves Hands of the High Templar looks healthy to me. Dual curse on hit with double curse helm enchant.
4. New endgame bosses. We don't know how effective stunning will be against them

Pros:
+ fun;
+ stunned enemies can't hurt you; you're invincible;
+ you won't have to play around any boss fight mechanics; the boss will be too busy being stunned;
+ Works well on a budget
+ Hardcore viable

Cons:
- Boss fights with multiple targets or has stun immunity cannot be face-rolled brainlessly
- Rely on leeching and stunning so that lagging can be problematic
- Weapon or gem swap is needed for maximum performance
- You will not learn any boss fight mechanism while playing this build

Ascendancy:
Impact
-Tons of increased AoE and 15% more damage; must pick.
Headsman
-10% more damage while mapping, 20% more damage against bosses, and physical reflection immunity.
Endless Hunger + Brutal Fervour
-This is a 4 points investment, and we get: stun and bleed immunity, 70% increased damage, 15% attack speed, 6% reduced damage taken, and "life leech effects are not removed at a full life." This is an excellent choice.
Bane of Legends
-Not too high as we already have 10% culling from the mace wheel, but it's still a boost to clear speed.
Overwhelm
-Useless unless going crit.
Masterful Form
-Useless.

Pantheon:
Major God choices:
-Soul of the Brine King offers excellent crowd control resistances and is very handy for mapping.
-Soul of Lunaris provides a good defense, and it's another right choice for mapping.
-Soul of Solaris is what I would switch to for certain boss fights (Izaro, Minotaur).
-Soul of Arakaali is useless after Immortal Call change.
Minor God should be Soul of Tukohama or Soul of Garukhan. The former for defense and the latter for mobility. Some other choices might also be useful for certain bosses, like Soul of Shakari for Vaal Temple and Soul of Yugul for Atziri.
