To be blunt, because of Overwhelm, Headsman. 7.5% base crit on a Thicket bow and a new suffix craft, 10-100% crit multi, 20% more damage against uniques and a 20% cull or the ability to run off into the darkness while delving is formidable. Is it the most defensive option?
Pantheon:
For Pantheons, the standard suggestion would be to take Lunaris for your major, alternatively taking Brine King for stun mitigation only if you do not have Endless Hunger.
Avoid Arakaali with the changes to Immortal Call; there is no longer a reliable way to proc this.

[PoE 3.9] Stunned, Tidebreaker Heavy Strike Stunner Build
With this build, you can expect ~7.5k life and 2M to 6M Shaper DPS depending on your Ascendancy / tree / gearing choices (without Vaal skill / placing Banner/focus/ Berserk; not counting totem damage and culling; no legacy or league specific Poe items). As for armor+evasion build, we think it's viable, but you need to keep in mind: if you fail to stack the right amount of armor, it almost does nothing against significant hits; evasion can still be effective without stacking too much of it. So we would suggest focusing on armor while grabbing some avoidance if you can.
3.9 will focus mostly on bow skills, and we don't expect this build to be affected too much.
1. Plus Support gems. Probably nothing exciting besides having the power creep.
2. Unknown changes to elemental ailments/resists/ stun. It's talked about in one of the interviews, but we don't know the details yet.
3. New single gloves Hands of the High Templar looks healthy to me. Dual curse on hit with double curse helm enchant.
4. New endgame bosses. We don't know how effective stunning will be against them

-This is a 4 points investment, and we get: stun and bleed immunity, 70% increased damage, 15% attack speed, 6% reduced damage taken, and "life leech effects are not removed at a full life." This is an excellent choice.

-Not too high as we already have 10% culling from the mace wheel, but it's still a boost to clear speed.
Overwhelm
-Useless unless going crit.
Masterful Form
-Useless.
